These Terms and Conditions (“Terms”) govern the provision of educational credential evaluation, verification, authentication, translation, and related services (“Services”) provided by CN Education Service LLC (“Company,” “we,” “us,” or “our”) to any individual or organization requesting or using our Services (“Client,” “you,” or “your”), hereinafter, CNES.
By submitting an order, making payment, providing documents, or otherwise requesting our Services, you acknowledge that you have read, understood, and agreed to these Terms and Conditions.
- Description of Services
CN Education Service LLC provides independent educational credential evaluation and related services concerning academic credentials and educational records issued outside the United States and, where applicable, credentials issued by institutions within the United States.
Our Services may include:
- Course-by-course educational credential evaluations;
- General educational credential evaluations;
- Degree equivalency evaluations;
- Educational level comparisons;
- Grade and credit conversions;
- Academic document verification;
- Credential authentication;
- Document review;
- Translation of educational documents;
- Evaluation reports prepared for academic, employment, professional, immigration, or other lawful purposes; and
- Other related credential assessment services described on our website or agreed upon with the Client.
The specific scope of Services will depend on the service selected by the Client and the documents submitted.
- Nature of an Evaluation
An educational credential evaluation is an independent professional assessment of foreign or other educational credentials based on the information and documentation available to CNES at the time of evaluation.
An evaluation expresses CNES’s professional opinion regarding the academic level, nature, duration, credits, grades, or comparable educational value of the credentials reviewed.
An evaluation is not itself a degree, academic credential, license, certification, professional authorization, admission decision, employment decision, or governmental determination.
CNES does not award academic credit, confer degrees, grant professional licenses, or determine whether an individual is legally authorized to practice a regulated profession.
- No Guarantee of Acceptance
CNES does not guarantee that an evaluation report will be accepted by any particular:
- University or college;
- Employer;
- Government agency;
- Immigration authority;
- Professional licensing board;
- Certification organization;
- Credentialing organization;
- Regulatory agency; or
- Other third party.
Different organizations may apply different standards for evaluating foreign education.
The Client is responsible for determining whether the intended recipient will accept an evaluation prepared by CNES before ordering Services.
The issuance of an evaluation report does not guarantee admission, transfer credit, employment, promotion, licensure, certification, immigration approval, visa approval, credential recognition, or any other outcome.
- Immigration and Government Use
Where an evaluation is requested for an immigration or governmental matter, CNES provides the evaluation as an independent educational assessment only.
CNES does not provide legal advice unless separately and expressly agreed to provide such services through appropriately qualified legal professionals. CNES does not guarantee the approval of any immigration petition, application, visa, adjustment of status, waiver, or other immigration benefit.
The Client understands that immigration authorities may independently evaluate or question the educational credentials and may accept, reject, request clarification concerning, or assign different evidentiary weight to an evaluation report.
The Client is solely responsible for ensuring that the evaluation satisfies the requirements of the agency, attorney, employer, school, or other intended recipient.
- Client Responsibility for Documents and Information
The Client is responsible for providing complete, accurate, authentic, and legible documents and information.
CNES may rely upon documents and information supplied by the Client, educational institutions, government authorities, examination bodies, or other authorized sources.
The Client must not knowingly submit:
- Altered documents;
- Forged documents;
- Fraudulent credentials;
- Misrepresented academic records;
- Incorrect information;
- Documents belonging to another person; or
- Documents that the Client knows or reasonably should know are inaccurate or fraudulent.
CNES reserves the right to suspend, refuse, or terminate an evaluation if there is a reasonable concern regarding document authenticity, identity, academic history, or the accuracy of information supplied.
- Verification of Credentials
Where verification is included in the selected service or considered necessary, CNES may contact educational institutions, examination authorities, government agencies, credential databases, or other appropriate sources to verify submitted credentials.
By submitting documents for evaluation, the Client authorizes CNES, where reasonably necessary, to communicate with relevant educational institutions or authorities for purposes of authentication or verification.
CNES is not responsible for delays caused by an educational institution, government agency, examination authority, postal service, electronic verification system, or other third party.
- Evaluation Methodology
CNES may consider factors including, but not limited to:
- The issuing institution;
- Institutional recognition or accreditation;
- Program structure;
- Admission requirements;
- Duration of study;
- Academic level;
- Coursework;
- Credits or contact hours;
- Grading system;
- Degree title;
- Academic transcripts;
- Educational system of the country of study;
- Official information obtained from institutions or authoritative sources; and
- Other relevant information reasonably available to the evaluator.
CNES retains professional discretion in determining the appropriate methodology and conclusion for an evaluation, subject to applicable law and the scope of the Services purchased.
- Documents Not Available or Verifiable
If required documents cannot be obtained, verified, authenticated, or reasonably evaluated, CNES may:
- Request additional documentation;
- Place the evaluation on hold;
- Modify the scope of the evaluation;
- Issue a report subject to appropriate limitations; or
- Decline to issue an evaluation.
Additional fees may apply where substantial additional research, verification, translation, or document retrieval is required.
- Processing Times
Estimated processing times begin only after CNES has received the required documents, information, and payment necessary to begin the selected service.
Processing times are estimates and are not guarantees.
Processing may take longer when:
- Documents require verification;
- An institution does not respond promptly;
- Additional documentation is required;
- Documents require translation;
- Documents are incomplete or illegible;
- There are questions concerning authenticity;
- Third-party systems are unavailable;
- The Client provides inaccurate information; or
- Circumstances outside CNES’s reasonable control cause delays.
Rush or expedited processing, where available, does not guarantee acceptance of the evaluation or a particular outcome.
- Fees and Payment
The Client agrees to pay all applicable fees for the Services selected.
Payment must be received in accordance with CNES’s published pricing or written agreement with the Client. CNES may not begin work until required payment has been received.
Additional fees may apply for services outside the original scope, including but not limited to:
- Additional credentials;
- Additional recipients;
- Additional copies;
- Document verification;
- Translation;
- Rush processing;
- Re-evaluation;
- Extensive research;
- Replacement reports; or
- Requests requiring substantial additional work.
- Refunds and Cancellations
Because credential evaluation services may require professional review, research, verification, and administrative work, refunds are subject to the CNES’s refund policy.
Where substantive work has already commenced, CNES may retain an amount reasonably corresponding to Services already performed and expenses incurred, 50%.
No refund will be provided solely because a third party ultimately declines to accept an evaluation report.
No refund is guaranteed where the Client submitted inaccurate, incomplete, fraudulent, or unverifiable information.
Where permitted by applicable law, requests for cancellation or refund must be submitted in writing.
- Corrections and Revisions
If CNES makes a material factual error attributable to CNES, CNES may correct the evaluation report without an additional evaluation fee.
A request to reconsider an evaluation conclusion does not necessarily constitute a correction.
If the Client provides new documents, information, or evidence after an evaluation has been completed, CNES may treat the request as a new evaluation or re-evaluation and may charge an additional fee.
CNES is not required to modify a professional evaluation merely because the Client disagrees with the evaluator’s independent professional conclusion.
- Additional Copies and Recipients
The Client may request additional copies of an evaluation report subject to applicable fees and CNES procedures.
CNES may require written authorization before sending an evaluation report directly to a third party.
CNES is not responsible for the manner in which a recipient uses or interprets the evaluation after delivery.
- Confidentiality and Privacy
CNES will use reasonable measures to protect Client information and documents from unauthorized access, disclosure, alteration, or loss.
CNES may disclose information when reasonably necessary to:
- Perform the requested Services;
- Verify educational credentials;
- Respond to legal process;
- Comply with applicable law;
- Prevent fraud or misuse;
- Protect CNES’s legal rights; or
- Respond to requests from authorized representatives of the Client.
The Client acknowledges that electronic communication and transmission of documents cannot be guaranteed to be completely secure.
- Use of Third-Party Service Providers
CNES may use trusted third-party service providers to facilitate payment processing, document transmission, electronic storage, communication, verification, printing, shipping, or other administrative functions.
CNES will take reasonable steps to use appropriate service providers but cannot guarantee the uninterrupted operation or security of third-party systems.
- Fraudulent or Misrepresented Documents
If CNES identifies or reasonably suspects that documents or information have been falsified, altered, misrepresented, or fraudulently obtained, CNES may refuse to complete the evaluation or terminate the engagement.
CNES may retain relevant records as reasonably necessary for legal, compliance, fraud-prevention, or evidentiary purposes.
Where required or permitted by law, CNES may disclose suspected fraudulent activity to appropriate institutions, authorities, organizations, or other relevant parties.
- Limitation of Liability
To the maximum extent permitted by applicable law, CNES shall not be liable for any indirect, incidental, consequential, special, exemplary, or punitive damages arising from or relating to the Services.
CNES is not responsible for decisions made by third parties based on an evaluation report, including decisions concerning admission, employment, licensure, certification, immigration, visa issuance, professional practice, academic credit, or credential recognition.
To the maximum extent permitted by law, CNES’s aggregate liability arising from the Services shall not exceed the amount actually paid by the Client for the specific Services giving rise to the claim.
Nothing in these Terms is intended to exclude liability that cannot lawfully be excluded or limited under applicable law.
- Intellectual Property
Evaluation reports, templates, methodologies, written analyses, website content, forms, databases, branding, and other materials created or used by CNES remain the CNES’s intellectual property except for documents and information supplied by the Client.
The Client receives a limited right to use the completed evaluation report for the purpose for which it was purchased.
The Client may not reproduce, modify, sell, distribute, commercially exploit, or represent CNES’s evaluation methodology or proprietary materials as their own without prior written authorization.
- No Unauthorized Modification
The Client may not alter, modify, edit, manipulate, or otherwise change an evaluation report after issuance.
An altered evaluation report is not an official Company document.
CNES may refuse to verify or endorse any report that appears to have been modified.
- Third-Party Reliance
Unless expressly agreed otherwise in writing, an evaluation is prepared for the Client and/or the specific recipient identified in the order.
Third parties who obtain or rely upon an evaluation report do so at their own risk.
CNES does not assume a duty of care to an unauthorized third party merely because that party receives, reviews, or relies upon an evaluation report.
- Client Representations
By ordering Services, the Client represents that:
- The information provided to CNES is accurate and complete to the best of the Client’s knowledge;
- The Client has authority to submit the documents provided;
- The documents submitted relate to the Client or the individual identified in the order;
- The Client will not knowingly provide fraudulent or altered documents;
- The Client will use the evaluation for lawful purposes; and
- The Client understands that the evaluation represents an independent professional assessment and does not guarantee any particular third-party decision.
- Refusal or Termination of Services
CNES reserves the right to refuse or terminate Services when reasonably necessary, including where:
- Required documents are not provided;
- Information is materially inaccurate;
- Credentials cannot reasonably be verified;
- Fraud or misrepresentation is suspected;
- The requested service falls outside CNES’s scope;
- The requested purpose is unlawful;
- The Client engages in abusive, threatening, or harassing conduct; or
- Continuing the engagement would create an unreasonable legal, ethical, or operational risk.
Any refund following termination will be determined in accordance with CNES’s refund policy and applicable law.
- Force Majeure
CNES will not be responsible for delays or failures caused by circumstances beyond its reasonable control, including natural disasters, government actions, war, civil disturbances, internet or telecommunications failures, cyber incidents, institutional closures, labor disruptions, pandemics, transportation disruptions, or failures of third-party systems.
- Changes to These Terms
CNES may update these Terms from time to time.
The version of the Terms applicable to an order will generally be the version in effect when the order is submitted, unless otherwise required by law or agreed in writing.
Continued use of CNES’s Services following an updated version of these Terms constitutes acceptance of the revised Terms for future orders.
- Governing Law
These Terms shall be governed by and interpreted in accordance with the laws of the State of Alabama, without regard to its conflict-of-law principles, except to the extent superseded by applicable federal law.
Any dispute shall be resolved in the appropriate court or forum having jurisdiction over the matter, subject to any applicable mandatory consumer-protection or other legal requirements.
- Severability
If any provision of these Terms is determined to be invalid, unlawful, or unenforceable, that provision shall be modified or limited to the minimum extent necessary, and the remaining provisions shall remain in full force and effect.
- Entire Agreement
These Terms, together with CNES’s applicable service descriptions, pricing, refund policy, privacy policy, and any written agreement between CNES and Client, constitute the entire agreement concerning the Services unless otherwise expressly agreed in writing.

- Client Acknowledgment
By submitting an order or payment for Services, the Client acknowledges that the Client:
- Has read and understood these Terms and Conditions;
- Has had an opportunity to ask questions regarding the Services;
- Understands that an evaluation is an independent professional opinion;
- Understands that acceptance of an evaluation is determined by the intended recipient;
- Understands that CNES does not guarantee admission, employment, licensure, certification, immigration approval, or any other third-party outcome; and
- Agrees to be bound by these Terms and Conditions.
